Biography
Carlos Evans is the Director of the City of Dallas’ Office of Environmental Quality & Sustainability. Mr. Evans is an environmental attorney with over two decades of experience negotiating complex environmental enforcement actions and developing environmental policies. Currently, he leads a team that works with federal, state, and local offices to advance the City's sustainability strategy and environmental performance, provides compliance advice and coordinates efforts to obtain environmental permits, oversees projects involving environmental impacts and site remediation, and provides support for capital projects.
Prior to joining the City of Dallas, Mr. Evans worked for the U.S. Environmental Protection Agency where he negotiated and resolved environmental enforcement actions involving all media, developed policies to advance environmental cleanup programs, and worked with the White House and other senior leadership to advance environmental justice, Title VI of the Civil Rights Act of 1964, smart growth, and pollution reduction from freight transportation.
Mr. Evans holds a Bachelor of Arts in Political Science from the University of Michigan and a Juris Doctor from the Howard University School of Law.
